The Council for Science and Technology said the national infrastructure - energy, water, transport and communications systems - dated mainly from the 19th and early 20th centuries, when the components could work reasonably well in isolation. Different government departments are still responsible for different parts of the infrastructure. The report’s conclusions were presented at 10 Downing Street last week.
