Overview: 

“Change or Die” was the call issued to utilities in the USA from the Chairman of the Federal Energy Regulatory Commission in March this year. Such statements garner sensational headlines; in addition we in the UK would argue that we remain ahead of the game in regulating utility companies . . . and yet, is there an element of truth in what he says that could be applied to our own utilities? 

There are so many issues. Huge investments are needed particularly in electricity and water but also to complete the replacement of gas pipeline systems; smarter technology is needed to understand consumer consumption and to deliver accurate bills; innovation has to be supported and funded to deliver smarter systems that work for all stakeholders. Against this background, consumers rightly expect their supplies to be reliable and continuously available.

How can we best deliver the investment in supplies, the smarter systems, and the reliability for all stakeholders, Who pays? How do we get the balance right? How do we ensure that these developments are delivered in a sustainable way? Are such developments achievable and compatible with competition? How will network owners, suppliers, regulators and investors be able to work together to develop, adapt and deliver the utility business model to make our 21st century utility systems work?
